Which would suck ass for any number of reasons. Response would be
slow, users would hear the touch tones, it would risk collisions with
DTMF sequences dialed for other things.
This is why so many VOIP deployments end up with unhappy users. The
engineers are concerned first with finding neat ways to make things
happen, without really considering the fact that how *well* things
work matters hugely.
