  Well, if the problem actually is just people trigger-happy
CTRL+ALT+DEL, then you can disable that just by removing the
corresponding command line from /etc/inittab.  Or have it do something
else.  For my own systems, I usually change it to have the system
shutdown instead of rebooting; I find that's more useful for my needs.
 You could have it play a clip from 2001, "I'm sorry, I can't do that,
Dave..".

  Of course, I suspect disabling the three-finger-salute will just
move the problem to lusers hitting the power switch, and thus make
things worse.
