Chris,

If you go to Red Hat's site, or Novell's site you will see that they can
not legally ship software to Cuba (and an assortment of other countries)
because of the embargo that the US has against Cuba.

If a country is going to maintain sovereignty, how can it depend upon
software (no longer a luxury, but a necessity) that can be cut off?

Venezuela and other countries are making the same move, and for a lot of
the same reasons.
