  This generally indicates that the distribution's stuff is
recognizing the old card by MAC address, and keeping that "eth1={your
old card's MAC address}" mapping.  Sometimes, this is what one wants
(like when hot plugging USB or CardBus adapters).  What you need to do
is find that mapping, and change/delete it.

  I could tell you were this is in distributions derived from
headwear, but unfortunately, not distributions derived from Ian and
Debra.  I can offer some guesses:

  Is there anything in /etc/network/interfaces that is specifying a MAC address?

  Check /etc/modprob.conf and/or /etc/modprobe.d for anything that is
specifying a MAC address.
