I believe it was Intel who crafted that design feature, not the mobo
mfgs. So inaction on the part of the mobo and/or BIOS provider means
no virtualization. They have to do something to enable it. Beyond
that foggy recollection, my knowledge is zero, so I can't say more on
this topic in particular.
But I will make this general observation: The processor does not
exist in a vacuum. A working computer is a system, of which the
processor is but one part. If one needs/wants virtualization but one
is shopping solely by processor, I wouldn't be surprised to hear
things don't work as expected.
