There is an ongoing debate as to which is the first.

The Post Office was created because only the Federal government could
get mail delivered back in the horse and buggy days (maddog may remember
the Pony Express when he was young :-) Certainly the private competitors
do well (FedEx, UPS), but let's remember Airborne/DHL Express. They have
their niche, but the USPS is still the only way to send a regular letter
or junk mail. In some countries, it is the post office that runs the
Internet.
