Really old /proc weirdness?

Mystery solved..... Jr. sysadmin tried to "help" and forgot to mention
it. Trying to make systems package-for-package identical, he did
downloaded all of the packages that were on the old system and did rpm
--force --nodeps -Uvh *. This included all of the glibc*
packages......
