Open Source and Open Data bill hearings

As previously mentioned, these 2 bills might be of interest to many on
this list.

building), room 306.

Anyone interested in speaking as a concerned citizen is more than
welcome, especially since public demand does helps convince people
especially on these sorts of bills without much public input
otherwise. Even just an short email in support can be very effective.

If you plan on attending either hearing (being one right after the
other, likely both), let me know, and what, if anything, you plan on
saying, or if you merely want to watch the proceedings, that's fine
too (more than fine... just having folks attend and sign the blue
sheet in support is plenty)

Improvement suggestions (aka patches) are of course welcome, still.
