Where's telnet?

I know I'm going to feel really stupid after I get the answer...

but where is the telnet server on Linux?

I'm running Drake 8.2 and tried to invoke telnet to test some qmail
stuff and couldn't get a connection.  I did a ps looking for telnet
(expecting to see something like telnet-server) and there was nothing
there.  I searched /etc/rc.d looking for a startup script and couldn't
find one.  I ran rpmdrake looking for one that was either installed or
installable and couldn't find one.

Could somebody give me a clue as to where I can find the config/startup
script/package for the telnet server?
