Snarfing up a domain name

It's entirely up to the registrar, the way I understand it.  Some won't
release a name for X years, some won't release it for 30 days.. some
release it immediately.  But nearly always, they contact the current
holder of the name and see if they want to keep it or not.

It's been awhile since I've looked into it, so the data may be old. 
Your best bet is to contact the registrar in question and ask them their
policy on expired domains.
