Tough to say, since you didn't really provide a lot of information 
other than "it doesn't work".

Have you:

	- looked in the apache log files to see what the error is? 
	  What did they say?

	- tried su'ing to the apache process uid and then accessing 
	  your home directory as that user?  What were the results?

What does your apache config file look like?
What version of apache are you using?
What options did you compile with? 

Are you sure the "old" server isn't actually mis-configured, and 
providing you access you shouldn't have, and the "new" server is 
actually set up correctly?
