no, i mean that '/etc/rc.d/init.d/sendmail stop' will say [FAILED]
when the service has actually been stopped.. but a moment later
trying to stop it again will say [OK] indicating that the daemon
has been restarted.  *some*thing is restarting rhe daemon.
