login ownership changes

Hey all, I've got a problem with permission changes on certain devices as I 
login.

Generally, my problem is if a user logs in and there are no other users logged
in at the time, a few devices in /dev become '-rw------ thatuser.users'.
Specifically, the problems are /dev/dsp and /dev/mixer.

When one user logs in, they get /dev/dsp and mixer and then I'll login, want
to play a game or listen to music, and of course I have no rights to the 
devices and so have to su and fix things. I seem to remember reading in a
FreeBSD manpage how there was a config file for getty or login or something, 
that let you modify which devices this occured for. I have yet to find this
file on my linux machine...

I'm using some relatively recent version of agetty for my getty program, and
whatever login program comes w/ gentoo.

Any ideas?
