Deregulation, DSL Providers and Verizon

So on my way home I was listening to NHPR. They had some guy from
Verizon talking about that FCC thing the other day about the
deregulation and how they didn't have to sell their lines to other
ISPS.. Well it turns out that it only applies to NEW infrastructure,
not what's there already..
The guy from Verizon on NPR was bitching because it would cost more for
them to upgrade then to lease the lines that are already in place.
Also, they can't get rid of the old stuff without justifying it to some
committee.
Looks like DSL competition may still have a chance.
