I've had consistently good experiences with http://joker.com ... I've been 
involved with six domain purchases from them, which have all gone well. 

One thing they do *not* do is make your domain immmediately available to 
others (i.e. squatters) if you inadvertently let it expire; they give you 
a 30-day window after expiration in which to renew it. Nice touch.

Current pricing is approx. $12.32USD/yr for com/net/org domains, subject 
to the euro exchange rate in effect at purchase time (as joker.com is a 
service of CSL Computer Service Langenbach GmbH, a German firm). They also 
offer domains under the info and biz TLDs.
