DNS problems

The problem appears related to comcast addresses (66.31.254.132 is my
firewall at home)...

    [jbd at bruce jbd]$ host 66.31.254.132
    ;; connection timed out; no servers could be reached
    [jbd at bruce jbd]$ host 66.31.254.132 NS1.IPSVC.NET
    Using domain server:

Interestingly enough, "/usr/bin/whois 66.31.254.132 at whois.arin.net"
returns NS4.ATTBB.NET, NS5.ATTBB.NET, and NS6.ATTBB.NET as the
nameservers. So, assuming those are the name servers doing reverse
lookup, 

    [jbd at bruce jbd]$ host 66.31.254.132 ns4.attbb.net
    host: Couldn't find server 'ns4.attbb.net': Name or service not
    known

Should have worked. Can anyone else confirm this (or tell me what I'm
doing wrong)?

(NS1.IPSVC.NET is one of attbb.net's name servers.)

Or has comcast / ATTBI neglected to update the records for their IP
block?
