I think the certainty of this is very questionable, unless you're only
talking about marginal amounts.  Even with the road widened, there
will still be bottlenecks in some key places.  There's also a
possibility that more people will start using the road, leaving the
situation as bad as it ever was.

The biggest problem is that where it intersects with 95/128 (yes
folks, for some distance, these three highways are all the same road),
there is only one lane.  Even if they widen this interchange (which I
think will be difficult given the space available and its strange
shape), the traffic on 128 is usually semi-parked, leaving the extra
bandwidth coming into it not terribly useful.

Unless, of course, they're going to also widen 128 from 4 lanes to
7...  Not bloody likely.
