Not sure it matches your requirements exactly,
but there was this thing called the People's
Computer Company put together by Bob Albrecht
back in the 70's. In addition to an excellent
publication (of which I probably have every
copy), I recall they had a storefront operation
where people came in to use computers. They also
started a little thing called Dr. Dobb's Journal.
No doubt, they were supporting FIDO BBS networks
when they came available. So if you're looking
for evidence of a place where people could come,
use computers, and network, this would definitely
be precedence.
