Hi Ted,
You probably already tried this, but...
Try setting error_reporting to 'everything' in the config.inc.php script 
to see if the script will tell you where things are going wrong:
error_reporting(E_ALL);
I have not checked the latest version, but in prior versions there is a 
line like this:
if (!isset($old_error_reporting)) {
    error_reporting(E_ALL);
    @ini_set('display_errors', '1');
}
Just comment the conditional clause so that you know error_reporting and 
display_errors are on
//if (!isset($old_error_reporting)) {
    error_reporting(E_ALL);
    @ini_set('display_errors', '1');
//}
