You might want to take a look at OpenVPN. Other than a TUN/TAP device,
my understanding is that it's almost entirely userland.

OpenVPN runs on:
Linux, Windows 2000/XP and higher, OpenBSD, FreeBSD, NetBSD, Mac OS X,
and Solaris.
It seems rather impressive, and my co-hort here at work has been using
it quite successfully for abuot 3 months or so. We haven't deployed it
to the masses yet, mostly because our network design is a mess and needs
to be cleaned up first. But other than that, it's ready to go with
little effort.
