What they really want are different DNS views for internal and external 
clients - they shouldn't need to use different host names to get the 
right DNS response.

Ah, I see the problem. :)  Actually you can probably get bind to run on 
Windows with cygwin or something, though I've only used it on Solaris 
and Linux.  There is a sample views config on pages 11-13 of a DLSLUG 
talk I did a few months back:

   http://www.dlslug.org/downloads/meetings/dlslug-slides-2004-10.tar.gz

According to the Windows DNS experts I've spoken with you just can't do 
this with Windows DNS.  So, delegate a subdomain for the Active 
Directory.
