I got my DSL line a few years ago.  They required a local phone line.  
Then I canceled the phone line but had no trouble keeping the DSL... 
It's been active ever since.  It's SDSL from Speakeasy fwiw.  I know 
Speakeasy has been offering DSL sans landline POTS for a while now.
