Maybe when an interface comes up the kernel does an ARP Reply to
broadcast?

I may have just found the first error in Network Protocol Handbook I've
seen in 10 years. In one place it says ARP replies are always unicast,
in another it says they're always broadcast to increase the efficiency
of the protocol. So... I dunno.

My router happens to run linux - IOS may perform differently.
