   5-volts PCI was deprecated a "long" time ago, and is not even allowed by 
the PCI spec any more.  Given that you're installing into a SFF chassis, 
where space and heat are a concern, I'm not surprised it doesn't support 5V 
PCI.  It probably doesn't support ISA slots, either.  :)

   Dell has certainly been responsible for a lot goofy things, but this isn't 
one of them.
