Following that link I wind up eventually at:

   http://www.fedora.redhat.com/projects/i18n/

   IIIMF (Intranet/Internet Input Method Framework)

Be part of the revolution! Intranet/Internet Input Method Framework
(IIIMF)
is the next generation Input Method Framework set to replace the
legacy X
Window System Input Method (XIM) used by existing Input Methods such as
chinput, xcin, kinput2, ami and many others.

    * IIIMF is already enabled since Fedora Core 2, and it has been
improved
on Fedora Core 3. If you are interested in testing latest iiimf
packages on development release of Fedora Core, please download in
      Download Section.
    * Please read IIIMF FAQ Selection if you have any questions on
      anything related to IIIMF.

Which looks like an input manager for non-roman character sets of some
sort.
It ought not be clogging up your Internet connection, so I'd also
strace -p
the process or packet capture it to see if it's a spam zombie or the
like
that just happens to be named the same as the real htt.
