  How would you provide this functionality via email without a web
interface?  I do understand RT, it's like a UI written with the requirement
that it operate like a shell does..  ;-)  One I've seen people like, and
looks purty, is http://ruqueue.rutgers.edu/.  Go to freshmeat.net and search
for 'Ticket' and you'll see a billion.
