  Covad does.  Or did; I believe they still do.  For a while, a lot of
other providers were just reselling Covad (e.g., AT&T, SpeakEasy). 
While I don't think that's true anymore, they are fairly well
established.  I had minimal complaints when I was dealing with them. 
I'd be surprised if there weren't better choices, tho.  YMMV.
