I think you are really describing a ticket/issue/request tracking system
as opposed to cvs/subversion style change management.

I just noticed that dabo (Thanks Ted) is using
http://www.issuetrackerproduct.com/
which is zope based.  zope provides a sophisticated content management
system, so issuetracker could be quite good.  I will be checking it out
over the next couple of weeks.  The other packages I looked at were too
public for my needs, but zope provides good user level controls on
content so I expect this to be good for me.
