Network testing and latency

Hi all,

Does anyone here know of any way to *introduce* latency into a
network?  We have a scenario where we've only ever tested our product
over high-speed LAN connections (100MB and GigE).  However, we have
some customers using it over T1 connections, so we need to start
testing this scenario.

I initially thought of connecting the GigE cards to a 10MB hub, but
that's not really the same thing, and is still almost an order of
magnitude faster than a T1.  I vaguely remember hearing about
something that ran on linux that lets you tune the box to introduce
variable amounts of latency into a connection, but can't remember what
it is or where I saw it.

Anyone here familiar with such a thing, or have any great ideas on how
to achieve this?
