Virtual Hosting recommendations?

I've got a friend looking to move his site to a virtual hosting environment.  
His reasons are that he wants more fine-grained control over his Apache 
configuration than he gets with mass hosting setups, but he's otherwise not 
too familiar with general system administration or mail administration.

I think his ideal environment would be one where the web server was in hist 
control, but as an option at least, the hosting company could act as his MX 
for spam filtering, POP/IMAP access, etc and allow him a web interface to 
manage those details.  Does anyone know of a setup like this anywhere or what 
you'd expect it to cost? He's really only looking to spend $20-25/month.
