Well, if an implementor chose to be X compliant, one of the config
files they could opt to use are any of the several X config files,
/etc/X11/Xresource, ~/.Xdefaults, etc.

Doh!  I wrote the spec before I added the header, then changed the
spec, but evidently somewhat incompletely :(

Of course, at least I *tried* to conform to the spec.  I noticed you
didn't even make an attempt.  Future infractions will not be tolerated! ;)
