Blame it on FDR.  It was a wartime thing to get more daylight working hours

DST was previously changed in 193 and back in 1976 for engery savings.

Now that most people in the US are not farmers, the excuse is schoolkids
walking to school in the dark.  Like any kids are actually allowed to walk
to school by parents.
