I used KPhotoAlbum for a while, but found it too unstable for heavy
use. It might be better now:

Nowadays I use (warning - reference to non-FOSS s/w ahead) Adobe
Lightroom on a Mac. It's much more than a photo tagger, of course.
Like Emacs, it's a way of life.
