I'm afraid I couldn't tell you about Ubuntu.  The Debian version is 
apt 0.7.0, which is only in the "experimental" section, not even 
in "unstable" yet.  (I run "testing" myself, and use dselect rather 
than aptitude.)  It will probably get to Ubuntu at some point, but 
I don't know when.
