Saving editable PDF forms?

Hi all,
Is there a way using pdftk (or similar) to create/change PDF forms
such that I can edit it, save it, then re-open it later with my
previous edits still in place and then change them or add to them?
xpdf seems to not allow the editing of PDF files, and acroread seems
to automatically detect that such a file is a form and disables the
save capability.
To be clear, I don't just want to save a copy of the filled in form to
a pdf, that's easy. I want the ability to save a partially filled in
form and come back later and add to or change the previous edits.
Is there a linux-based PDF reader/editor available?
