Local power cable source (NEMA 5-15 to IEC C19)

I've never seen such a cord ready-made, although I *have* made a  
couple myself.  The C19/20 connectors are rated for 16A minimum,  
while a 5-15 outlet is rated for 15A max.  So, you might not find a  
commercial adapter that would, in theory, potentially allow you to  
exceed the maximum safe current rating of one end of the device.
