Which government has granted the monopoly?
In many municipalities the cable contract is written such that the
provider has a non-exclusive right to provide service. It's just that
competitors don't often bother because the market is too small for
whatever slice of the population they get to be profitable for them.
This isn't the fault of the "government", this is the fault of the
"people" not choosing to go for the competition.
And, in many cases, there's plenty of competition, especially between
Comcast and Verizon. And, you can always get a dial-up connection to
the internet from someone. You may not *like* your choices, but you
do have them :)
