Another image editing option is Paint.NET. It's an MIT licensed image
editing app designed in the Windows .NET Framework. It's kind of like what
MS Paint *should* be.

Oh yeah, I was also going to mention the OpenCD, which I've received a copy
in the past from Bill Sconce. Apparently it's no longer actively maintained
as per their webpage http://www.theopencd.org/
However the OpenDisc project seems to be continuing where they left off. The
goal of these CD projects is a CD full of useful Open Source apps for
Windows. This page on the OpenDisc website lists all the apps available on
their release: http://theopendisc.com/programs/
This has a number of apps that I use pretty regularly, including the
as-yet-unmentioned Pidgin (IM client), Audacity (audio recording/editing)
and VLC (movie/media player).
