The thousands of monkeys are at Comcast, not the customer end. And

... at any given time, some other monkey may decide to re-instate that
block, or do something else unpleasant. That's the real problem with
these big providers. You might be able to get away with this or that,
but ultimately, you're at their mercy, and you can't do much more than
gripe ineffectually when they toy with you.
If you want your Internet connection to not suck, get a real ISP.
