UDEV hangs on boot

Thanks Mark,
The issue is a bit difficult to debug because the "Starting Udev"
message comes out before executing the /sbin/start_udev script, and the
hang usually occurs withing the wait_for_queue() internal function. This
function essentiually calls /sbin/udevsettle (in RHEL) or /sbin/udevadm
settle, with or without the timeout. But, I found that even using
/bin/sleep hangs which indicates other problems since sleep essentially
sets up a timer.
In any case I now have a few things to try.
The downside is to try them, one bust boot from the rescue :-)
