Linux advocacy opportunity: Next generation 911 in NH

According to a recent Associated Press article, our insightful(?)
leaders are contemplating upgrading New Hampshire's 911 system to
accept multimedia such as text messages, photos, etc.  They're
requesting $4 million dollars for this... most of it for software(!)

Does anybody see a great opportunity, here, for Linux advocacy?

   CONCORD NH (AP) State Emergency Services Director Bruce Cheney
   envisions the day when New Hampshire's 911 service will catch up
   with today's cellular technology and accept text messages, photos,
   video and e-mails to report crimes and other emergencies.

   Cheney has asked the Legislature for permission to use nearly $4
   million collected from telephone users for emergency services to
   prepare New Hampshire for the next generation of 911. He has
   another $1 million federal grant to spend toward the project. Most
   of the money is for software.
