I think the catch here is that css only supports border collapsing for
tables.
ooofice just wants to output paragraphs as paragraphs. They could build
a table around it for rendering fidelity or really go for it and make
div's which have the 'proper' (left,right,top; left,right,top,bottom;
left,right,bottom) borders set. But it seems likely than html export is
an xslt transform of the ooofice xml source (though I didn't check, just
guessing). Perhaps a clever programmer could figure out how to do those
things functionally, but it escapes my first glance.
'Complain to w3c' would be a response with a certain amount of geek
appeal, since paragraphs should be able to handle border collapsing.
However, that doesn't help get your articles online...
