  There's also the fact that cable companies -- like most companies
these days -- are extremely short-term-profit focused.  Rural
communities tend not to offer the ROI they're looking for.  Often the
only way they'll build infrastructure is if the town signs a long-term
exclusivity deal with them.  Even then, there are still towns in NH
that don't have cable.

  Unfortunately, building telecom infrastructure is very expensive.
The ROI period for a DSL CO co-lo build-out is measured in *decades*.
Vitts ignored the ROI problem and we know what happened to them.

  The best option for rural areas is likely some kind of co-op, where
residents and/or municipalities pool funds to buy and build their own
infrastructure.  But that's a whole 'nother bunch of cats to herd.
