  Hmmmm, I looked at xfig, but it didn't appear to support bitmap graphics.

  Of course, I just looked closer, and saw the "Picture Object" tool in the
toolbox.  I was looking in the menus, trying to open the bitmap file.  Now
that I'm looking at the right thing, it works.  And it even does arrows!
