  FWIW, this does not appear to be reliable across different user
preferences on Word.  Same versions of Word, same versions of Windows,
same hardware even -- just different users who tweak their settings
and "normal template" in different ways.  In short, if you want it to
appear consistently, generate a PDF, DVI, PostScript, or similar.

  Whether or not this behavior is considered "by design" is another question.
