  I'm not really sure.

  Functionally, a WRT54G with stock firmware consists of a router with
two interfaces, a switch, and an access point.  The LAN side of the
router and the access point both connect to the switch.  So with DHCP
off and nothing plugged into the WAN side of the router, you basically
turn it into a plain access point (and a switch).

  At least, that's how I recall it working when I did.

  I expect after-market firmware could improve on things, and perhaps
that's why a separate option would exist.
